| Abstract: | This paper examines the relationship between district administration and urban local bodies in Assam, tracing its roots to colonial administrative structures. The study highlights the historical evolution of urban local governance from the East India Company’s era, where district magistrates wielded considerable control over civic and municipal functions, to contemporary times under constitutional amendments. Despite the 74th Constitutional Amendment Act, which aimed to decentralize powers, district administrations continue to exert significant influence on urban local bodies through legal, administrative, and financial channels. The paper investigates how municipal functions are often entangled with state functional departments, revealing a pattern of bureaucratic dominance over municipal autonomy. The study calls for strengthening urban local bodies through administrative reforms, financial empowerment, and reducing state and district interference to ensure their democratic and autonomous functioning. |
