Abstract:The 2030 Agenda for Sustainable Development Goals was adopted by United Nations Member States in 2015 that provides a blueprint for peace and prosperity through 17 Sustainable Development Goals (SDGs). These goals frame their success in the local action. Localization of SDGs is a prerequisite to building a strategy for India’s vast demographic diversity. This research paper examines the role of Panchayati Raj Institutions (PRIs) for merely conceptualizing bottom-up approach through participatory planning and implementing national strategies through decentralized locally led efforts. Since the 73rd Constitutional Amendment Act of 1992, PRIs have served as the backbone of rural governance in India and have addressed the challenges of development. The paper argues that PRIs are effective for mandating decentralized planning through the integration of Gram Panchayat Development Plans and local bodies that address community needs, such as poverty alleviation (SDG 1), quality education (SDG 4), gender equality (SDG 5) and clean water and sanitation (SDG 6). The important approach adopted by the Ministry of Panchayati Raja that highlights the 17 global goals in 9 localized themes. This focuses on areas such as poverty-free and standard livelihoods and child-friendly villages. The enhanced involvement through grassroot level ensures the principle of ‘Leave No One Behind’ and also identifies the marginalized groups within their jurisdictions. Through the qualitative analysis of case studies from states, the paper features how PRIs are empowered with adequate resources and transformative change. The conclusion is based on the statistical analysis of the achievement of SDGs, which is impossible without India’s success and the dependence on the performance of the Panchayats. The paper recommends a robust framework for capacity building, integration of digitalization and stakeholder partnerships to strengthen the role of PRIs in contemporary India.
