Abstract:The first phase of National e-Governance Plan, foundation of India’s digital governance, that’s the topic of one of the research papers. First of all, I am including the introduction, then the conceptual framework, then the initiatives under NEGP, then achievements, and then conclusion. I want to tell you the conclusion. You just need to hear it, okay? So, the initial phase of National e-Governance Plan represented a crucial step in India’s progress towards digital governance by establishing a robust institutional, technological, and administrative groundwork. This phase signified a significant transformation from traditional people-based administration to a model of service delivery that is centred on citizens and facilitated by technology. The implementation of primary infrastructure such as statewide area networks, the state data centres, and common service centres allowed the NEGP to successfully tackle longstanding issues related to accessibility, efficiency, and transparency in government operations. Despite encountering challenges regarding digital literacy, unavailable infrastructural development, and collaboration among various stakeholders, this initial phase effectively set up and standardization frameworks, interoperability protocols, and governance systems essential for the expansion of digital efforts. The focus on mission-mode projects guaranteed targeted execution in vital sectors, thus enhancing service provision and nurturing increased trust between the population and the government. Most importantly, the first phase of National e-Governance Plan acted as a foundation for learning that guided later digital efforts, including the move toward Digital India. The nations learned achievements and drawbacks from the stage played a vital role in refining policies, building capacity, and fostering innovation within governance practices. Therefore, the initial phase of the National e-Governance Plan can justifiably be seen as the fundamental component of India’s digital governance landscape, establishing a solid framework for inclusive, responsive, and accountable governance in the period following the NEGP.
